Highlights from Skills for the Future: Managing Transition (Turin, Italy)

More than 350 people from 50 countries in Europe and beyond – entrepreneurs, training providers, policy makers, innovators – gathered in Turin, Italy to discuss the skills needed to prepare people for the job market in a rapidly changing world, with a new perspective: the one of transition and developing countries.

In the context of the 2018 UnConference (Nov 20) and Conference (Nov 21-22) on ‘Skills for the Future: Managing transition’ organised by the European Training Foundation (ETF), the EU Agency in charge of developing training and education in the EU neighbouring countries, VTT Technical Research Centre of Finland Ltd and Sapar Oy prepared a Working Paper on The Future of Work and Skills that helped to frame some of the messages in the speeches of ETF Director (Cesare Onestini) as well as ETF Head of Operations (Anastasia Fetsi).

The objective of the VTT-Sapar-ETF Working Paper was to analyse the impact of global developments on skills demand in the ETF Partner Countries (PCs) and discuss implications for policy reforms to manage transition of education, vocational education training and life-long learning system of the future. The Paper was related to the provision of international and national expertise to support the ETF by:

  • collecting and analysing information, data and new ideas on the skills demands of the future in ETF Partner Countries, and
  • exploring responses for better managing transformation towards an inclusive future for the benefit of people and societies.

The Working Paper covered the following issues:

  • Key global drivers of change on economies, work, labour markets and skills
  • Impacts of global trends on work and skills in ETF Partner Countries
    • Impacts of global trends on ETF Partner Countries
    • Insights for future development of skills and education systems
  • Type and degree of changes identified in the regions of ETF Partner Countries
  • Strategies and policies to manage work and skills transformation in the ETF PCs

During the ETF events participants focused their discussions around four main topics:

  • Mastering global trends
  • Tackling country-specific challenges
  • Addressing the future of skills, education and training
  • Supporting the transition toward the future

To do so, at the UnConference ad hoc groups were asked to co-create an agenda around 12 topics that were presented by topic leaders and subsequently visualised by a professional artist. Group 11 discussedGlobal Trends‘ and explored possible ways forward to prepare a public report on the topic, as well as potential opportunities to promote a pilot project to better assess and manage identified global trends (see below).

Global trends impacting the future of work and skills

As a result of the Group 11 discussions, VTT and ETF representatives highlighted the importance of working towards a joint publication that will help to promote a more structured policy debate on future prospects of the impacts of the following global trends in ETF Regions (Western Balkans, Eastern Partnership, Mediterranean and Central Asia):

  • Globalisation
  • Demographics changes and ageing
  • Migration, mobility and brain-drain
  • Digitalisation, artificial intelligence and automation
  • Climate change and diminishing natural resources
  • FDIs and offshoring threatened by automation
  • Youth and women unemployment
  • Growing inequality and political instability

Overall, the ETF events addressed challenging questions such as: How do global forces interact with local realities and how does this affect the demand for skills? How should governments, businesses, social partners, civil society, research institutions, communities and education and training providers work together to manage change? What skills policies work in different contexts?

All in all, the ETF UnConference and Conference were inspiring events demonstrating that the moment is ripe to co-create a shared #vision capable of translating #future #opportunities into an action roadmap assessing and managing the skills for the future, and consequently managing transition towards a more resilient, innovation-friendly and future-proof ‘education ecosystem’ across EU Member States and ETF PCs.

Anticipating, Recommending and Transforming Research and Innovation Futures

The world is experiencing great uncertainties about the unfolding economic crisis and its aftershocks. Many countries, industries and public services face challenging futures where the quest for opportunities is increasingly competitive. Economic discontent has combined with existing political stresses to catch many institutions – and countries – wrong-footed. Meanwhile, globalisation, migration, environmental, political and technological trends are reshaping the rules of the game. This calls for critical reflections on existing assumptions, plans and strategies for the long-term future. Our foresight course explores ways in which decision-makers can address uncertainties. How to produce sound and forward looking results that are useful for decision-makers?

The Manchester Institute of Innovation Research has been running an annual foresight training course since 1999. Building on over twenty years of foresight experience, we are able to call upon a wealth of expertise, from staff with know-how of the practice of foresight, as well as from sponsors and practitioners. The course now runs in partnership with VTT Technical Research Centre of Finland, a leading global research and technology development organisation. Future-oriented innovation policy research is a key focus for VTT, supported by the Centre’s competencies in qualitative and quantitative methods.

British Council: Convocatoria abierta a taller de investigación Reino Unido – Colombia (26-28 Noviembre 2014)

britishcouncil_researchlinkslockup_630x354Fortalecimiento de la cooperation en Investigación e Innovación entre el Reino Unido y Colombia: El rol de la Prospectiva y la Exploración de Horizontes. A través del proyecto Newton Fund-Researcher Links se patrocinará el taller en la ciudad de Cali, que se llevará a cabo desde el 26 hasta el 28 noviembre 2014.

El taller está siendo coordinado por el Dr. Rafael Popper del Instituto de Investigación en Innovación (MIoIR) de la Escuela de Negocios de la Universidad de Manchester y el Dr. Javier Medina del Instituto de Prospectiva Innovación y Gestión del Conocimiento de la Universidad del Valle, y contará con las contribuciones de otros investigadores líderes Prof. Jakob Edler, Prof. Stephen Flint, Prof. Edgar Varela Barrios y Profesor Gonzalo Ordóñez-Matamoros.

El taller explorará oportunidades de cooperación en investigación e innovación en los siguientes temas:

The purpose of the post is to provide research assistance and support to both ongoing and forthcoming research projects in the areas of Foresight, Horizon Scanning and Innovation Research (e.g. VERA – Forward Visions for the European Research Area; CASI – Public Participation in Developing a Common Framework for Assessment and Management of Sustainable Innovation; CfWI HS – Centre for Workforce Intelligence Horizon Scanning), led by Dr Rafael Popper and Professor Ian Miles. You will be expected to undertake a range of assistance activities as directed by Dr Popper.

The position will involve work on a variety of Foresight and Horizon Scanning (FHS) projects, both contributing to ongoing FHS activities and bringing an FHS element into projects dealing with specific topics. You may also be required to assist in the deployment of relevant tools and activities (e.g. online surveys, groupware, futures workshop facilitation, cross-impact or SWOT analyses) in other contexts where they may be useful. The work will typically be interdisciplinary and will require drawing on contributions from a range of professions and fields of study. Studies may be executed within the UK, Europe, and other overseas regions, such as Latin America and South Asia. The position will require practical experience in the translation of anticipatory and future-oriented research outputs into policy recommendations.

Please note that if you do not have permission to work in the UK, the University of Manchester will not be able to obtain a Certificate of Sponsorship for you to take up this position. All non EU/EEA candidates must have valid immigration status and/or a UK visa valid for the duration of the contract in order to be considered for this appointment.
