The world is experiencing great uncertainties about the unfolding economic crisis and its aftershocks. Many countries, industries and public services face challenging futures where the quest for opportunities is increasingly competitive. Economic discontent has combined with existing political stresses to catch many institutions – and countries – wrong-footed. Meanwhile, globalisation, migration, environmental, political and technological trends are reshaping the rules of the game. This calls for critical reflections on existing assumptions, plans and strategies for the long-term future.

Our foresight course explores ways in which decision-makers can address uncertainties. How to produce sound and forward looking results that are useful for decision-makers?

Areas covered by the course include:

  • How can we proactively design and construct shared visions and success scenarios for societal groups and organisations?
  • What are the threats for which we should be building resilience?
  • What are the opportunities we should be taking advantage of in the future?
  • Why do we need to be systematic and strategic while planning and managing foresight and horizon scanning activities?
  • How do we act upon and evaluate the results of future-oriented work? How do you establish the optimal time horizon of an exercise?

The course is mostly delivered by Institute staff with contributions from external guest speakers, and provides an intensive and practice-orientated learning experience.

The course also offers core lectures on the rationales, processes and fundamentals of foresight and horizon scanning, as well as ways of managing, monitoring and evaluating such activities.

Open Advice for the European Research Area (ERA)

The ERA Open Advice report and related Policy Brief come at a time when we seek a renewed momentum to support Europe’s way out of the crisis and tackle grand challenges through an improved European Research Area (ERA). They offer a great opportunity to step back and raise a critical wake-up call on the very purpose, shape and ambition of ERA. Here we have captured the essence of ERA stakeholders’ views on rethinking ERA priorities and broadening the agenda.

Three key messages and a considerable number of policy issues have emerged: First, the existing ERA priorities are of great importance and should be further pursued. Second, however, there is a concern that the definition of those priorities is too narrow and not flexible enough and thus must be re-visited. Third, and even more important, the debate has led to the identification of new ERA dimensions that have not been captured in the ERA discourse so far, but which deserve more policy attention and integration into the evolving dimensions of the European R&I landscape.

Manchester Foresight Course 2014

The course ran from 30th June to 4th July with 11 speakers and 15 participants from Europe, Asia and Latin America.

The world continues to experience great uncertainty about the unfolding economic crisis and it’s wider aftershocks. Many countries, industries and public services face uncertain and challenging futures where the quest for opportunities is increasingly competitive. Economic discontent has combined with existing political stresses to catch many institutions – and countries – wrong-footed.  Meanwhile, globalisation, demographic, environmental and technological trends are reshaping the rules of the game. This intensifies the need for reflection upon all sorts of assumptions, plans and strategies for the long-term future.

VERA Focus Group 5 (Barcelona,15/05/2014)

This slideshow highlights key moments of the strategic debate focus group (FG) on strategies and recommendations for the future of European Research Area (ERA) with selected actors involved in ERA-related instruments (ERA-NETs, ERA Chairs, JPIs, etc.). The FG was part of VERA Work Package 5 activities led by the Manchester Institute of Innovation Research (MIoIR) in the framework of the European Commission funded VERA project.

The focus group (FG) was co-organised with IPTS in Spain in order to explore:

  1. Key opportunities and threats of ERA futures for ERA-related actors.
  2. Key strategies of ERA-related actors vis-à-vis ERA scenarios by 2030.
  3. Key objectives of ERA-related actors that should be included in the ERA agenda.
  4. Key strategies of ERA-related actors vis-à-vis ERA objectives.
  5. Key recommendations fromERA-related actors for ERA-relevant actions today.

This discussion on the possible futures of the European Research Areas and the perspectives and interests of different stakeholders is a crucial input into the debate and policy making process at the European and national level. ERA is a dynamic concept, and it must be thought of as a long term endeavour, considering the implications for and strategies of all stakeholders involved.

VERA Strategic Dialogue with key stakeholders

VERA Focus Groups

The VERA project aims to provide relevant strategic intelligence for the future governance and priority-setting of the research, technology, development and innovation (RTDI) system in Europe and for better adapting science, technology and innovation (STI) policy to the shifting global environment and upcoming socio-economic challenges. For this purpose VERA carries out an in-depth stocktaking of RTDI related forward looking activities in Europe and internationally and a thorough review of trends and drivers of long-term change of European RTDI governance. On the base of these insights VERA develops scenarios on the evolution of the European Research Area, assesses the critical issues for the ERA’s future capabilities emerging from these scenarios, explores subsequent strategic options and ultimately generates a set of policy recommendations for responsive and future oriented multi-level, multi-domain RTDI policy strategies.

At this point the VERA scenarios are completed and we now assess the scenarios with respect to the ERA Vision 2020 and in particular discuss the consequences of different ERA scenarios for the capability of ERA to make Europe more innovative and more capable of solving the challenges ahead. This will be done on different levels and for different sectors with the help of a series of Focus Groups with key stakeholders invited to reflect on strategies and recommendations for the future of European Research Area (ERA).

The VERA Focus Groups will address questions such as:

  • What are the opportunities and threats of ERA futures for key stakeholders?
  • What are the strategies of key stakeholders vis-à-vis ERA scenarios by 2030?
  • What are the objectives of key stakeholders that should be included in the ERA agenda?
  • What are the strategies of key stakeholders vis-à-vis ERA objectives?
  • What are the recommendations from key stakeholders for ERA-relevant actions today?

This discussion on the possible futures of the European Research Area and the perspectives and interests of different stakeholders is a crucial input into the debate and policy making process at the European and national level. ERA is a dynamic concept, and it must be thought of as a long term endeavour, considering the implications for and strategies of all stakeholders involved.

The results of the Focus Groups will be captured in a final report analysing possible strategic responses of different stakeholders in the context of the different VERA scenarios and will lead to policy implications and recommendations for the future evolution of ERA. It is thus important that all stakeholder views feed into this process. A total of six Focus Groups will gather the views of the following stakeholder groups:

  • Societal actors (Vienna, 23rd January 2014)
  • University and RTO actors (Manchester, 4th April 2014)
  • Industry actors (Helsinki, 23rd April 2014)
  • Research funding actors (Berlin, 28th April 2014)
  • National-level policy actors (Barcelona, 15th May 2014)
  • EC-level RTDI actors (Barcelona, 16th May 2014)

The combined results of all the focus groups will feed into the final VERA Symposium (October 2014) to be attended by the most engaged participants as well as high level experts.
